Industry brief · Energy & chemicals
Specialty chemicals
Performance- and function-priced chemicals made in multi-step batch or semi-continuous plants: agrochemical actives and intermediates, fluorochemicals and refrigerants, pharma intermediates/CDMO, performance polymers and additives, coatings/adhesives/construction chemicals, surfactants and battery chemicals. Capital projects are mid-sized (USD 20-500m) multi-purpose or dedicated plants where the critical path is usually tech transfer, environmental clearance, long-lead alloy/glass-lined equipment and 6-36 months of customer qualification rather than construction. The 2024-2026 cycle is defined by Chinese overcapacity and price deflation, ~37 Mt of announced EU capacity closures, India's China+1 build-out (new EU/US trade deals) and the 2026 Hormuz shock to naphtha, aromatics, methanol and gas feedstocks.

Sub-industries
Capex intensity ranges by configuration. The unit changes with the asset, so compare within a row, not across rows.
| Sub-industry | Capex intensity | Notes |
|---|---|---|
| Agrochemicals (actives & intermediates, custom synthesis)Multi-step synthesis of insecticide/herbicide/fungicide actives and advanced intermediates for global innovators (CSM/CDMO) and generic technicals. | 3,000–15,000USD per tpa | Indian asset turns ~1.0-1.5x at maturity (estimate). India agrochem exports ~USD 3.3bn, 3rd globally (https://www.investindia.gov.in/team-india-blogs/how-indias-new-trade-agreements-can-redefine-its-chemical-sector). 2023-25 channel destocking and Chinese technical price deflation compressed margins; recovery in 2026. |
| Fluorochemicals & refrigerantsHF, HFCs/HFOs refrigerants, fluoropolymers (PTFE, PVDF, FKM), fluorospecialty intermediates for pharma/agro, battery-grade LiPF6/PVDF. | 3,000–20,000USD per tpa | SRF raised refrigerants capex to ~Rs 2,300 crore (~USD 240m) for 20 ktpa HFO + 30 ktpa HF plus derivatives, phased to Feb 2028 = ~USD 4,800 per tpa blended (https://insights.dsij.in/dsijarticledetail/srf-share-price-records-sharpest-single-day-rally-refrigerants-capex-more-than-doubles-56922). Fluoropolymers sit at the high end (estimate). EU PFAS restriction and F-gas phase-down shape demand. |
| Pharma intermediates / CDMOcGMP multi-purpose plants (glass-lined and Hastelloy reactors 2-10 m3, ANFDs, dryers) for KSMs, advanced intermediates and APIs under long-term contracts. | 400,000–1,500,000USD per m3 reactor volume | Validation (PPQ batches, regulatory audits) adds 6-18 months before revenue; asset turns 0.8-1.2x (estimate). US BIOSECURE-driven shift from Chinese CDMOs favours India. |
| Performance polymers & additivesEngineering plastics, specialty elastomers, polymer additives (antioxidants, UV stabilisers like Vinati's IBB/ATBS, rubber chemicals), silicones. | 2,000–8,000USD per tpa | Larger continuous units; more energy- and feedstock-exposed (Brent/naphtha). EU producers (Lanxess, Evonik, Covestro) run at 62-68% utilisation in 2026 (https://europeanbusinessmagazine.com/business-iran-war-broke-european-chemicals/). Range is an estimate. |
| Coatings, adhesives, sealants & construction chemicalsFormulation-heavy plants (dispersion, mixing, filling) for decorative/industrial paints, adhesives, admixtures, waterproofing - Asian Paints, Pidilite, Sika, AkzoNobel. | 300–1,500USD per tpa | Low capex intensity, asset turns 2-4x; margin driven by raw materials (TiO2, acrylic monomers, VAM, solvents). US PPI paint & coatings +8% Jan 2025-Aug 2026 (FRED PCU325510325510). Range is an estimate. |
| Surfactants & personal-care ingredientsEthoxylates, sulphates, betaines, specialty care ingredients (Galaxy Surfactants, Clariant, BASF Care Chemicals) based on fatty alcohols and ethylene oxide. | 500–2,500USD per tpa | Feedstock pass-through (palm/lauric oils, EO); Gulf supplies roughly half of global ethylene glycol exports, so 2026 EO-chain disruption matters (https://www.powderbulksolids.com/chemical/chemical-industry-report-war-energy-prices-causing-slowdown). Range is an estimate. |
| Battery chemicals & electrolytes (optional)LiPF6, electrolyte formulations, PVDF binder, NMP solvent, lithium hydroxide/carbonate refining. | 3,000–12,000USD per tpa | Chinese overcapacity has crushed prices; Western/Indian projects hinge on IRA/PLI-type incentives and offtake. Range is an estimate. |

Research findings
- Cefic closures vs investment (2022-2025)
37 Mt of announced EU closures (~9% of capacity) vs ~7 Mt (~2%) of confirmed new investment; new investment collapsed 86% to 0.3 Mt in 2025; net capacity loss ~30 Mt.
- Credendo country breakdown
Capacity losses concentrated in Germany (-8 Mt), Netherlands (-7 Mt), UK (-4.2 Mt), France (-3.5 Mt), CEE (-3.4 Mt); energy is up to 75% of petrochemical and 85% of fertiliser production cost.
- SRF refrigerants capex benchmark
Refrigerants project outlay revised from ~Rs 1,100 cr to ~Rs 2,300 cr (+109%) for 20 ktpa HFO + 30 ktpa HF and derivatives, phased to Feb 2028; FY26 chemicals segment revenue Rs 2,448 cr at ~32% operating margin.
- US chemical output under war/energy pressure (Atradius)
US chemical production forecast +0.6% in 2026 (base) or -1.7% if conflict persists; tariffs act mainly as a drag on confidence, margins and investment.

KPIs the pack tracks
Regional notes
| India | China+1 beneficiary: specialty chemicals ~USD 67bn (2025) within a ~USD 250bn chemical industry; exports USD 20.5bn in FY26. Indian multi-purpose plants deliver 1-1.5x asset turns and 18-25% EBITDA margins at maturity (estimate). Tailwinds: India-EU FTA (zero duty on 96.6% of chemical lines), India-US deal (18% tariff), active DGTR anti-dumping (HFC blends, melamine, dye intermediates), PCPIRs (Dahej Rs 1.29 trn invested). Headwinds: Chinese price deflation, Hormuz-driven aromatics/methanol/LPG feedstock spikes (India imports much of its feedstock from the Gulf), environmental clearance timelines, 6-36 month customer qualification. |
|---|---|
| United States | Low-cost gas (Henry Hub ~USD 3) and tariff protection, but chemical capacity utilisation slid to ~72% (Aug 2026) and output is near flat (+0.6% base case 2026). Tariffs reduced imports from China ~30% (Q2 2025); PFAS litigation/EPA rules weigh on fluorochemicals (Chemours). Reshoring/BIOSECURE supports pharma intermediates; Western capex fell 8.4% in 2024. |
| Europe | Structural decline: 37 Mt of announced closures 2022-2025 (~9% of capacity), new investment down 86% in 2025, 2026 utilisation 62-68% at BASF/INEOS/Covestro/Lanxess/Evonik as Hormuz pushed naphtha +64% and TTF to ~USD 18/MMBtu. Universal PFAS restriction (SEAC final opinion end-2026) and REACH revision add compliance cost; opportunity for Indian suppliers to backfill specialties under the FTA. |
| Middle East | Gulf petrochemical exports (~half of global MEG exports, ~40% of methanol) disrupted by the 2026 Hormuz closure; >30 energy/petchem facilities damaged - raising feedstock prices for Asian and Indian specialty producers. |
| Asia-Pacific | China dominates capacity and pricing (27% of global chemical trade Q1 2026) with anti-involution policy a possible floor; Japanese chemical firms pivoting investment from China to India (C&EN, Feb 2026). |

How Capibud uses this pack
A pack is a starting position, not a forecast. When a specialty chemicals decision opens in Capibud, pack v1.0.0 is copied in and pinned to that decision. The 14 parameters, 12 swing factors and templates the committee saw stay attached to the decision record, even after the pack is next refreshed.
Parameter ranges and WBS durations seed the P50, P80 and P90 for capex, schedule and value. Your own estimates, vendor quotes and actuals replace pack defaults line by line, and the record shows which numbers are still defaults.
Each swing factor is wired to shared factors; here the heaviest are policy, labour, gas and oil. A move in one factor hits every exposed project in the same scenario, which is how the capital committee sees concentration across a book rather than project by project.
The 14 price feeds and 39 listed tickers feed the brain, which watches for drivers moving outside their pack range and drafts the change for a person to review.
