Midstream pipelines & city gas distribution

Long-distance gas transmission, crude and refined-product/NGL pipelines, compression and storage, plus India's city gas distribution (CGD) networks. Assets are regulated or long-term contracted (FERC cost-of-service/negotiated rates, PNGRB unified tariff, EU RAB) with 40–60 year lives; capex risk concentrates in permitting, right-of-way, line pipe and spread labour. US new-build costs have risen ~90% per mile since 2024, India is closing its National Gas Grid (25,429 km operational, 10,459 km under execution) and pushing PNG adoption, and the EU is shifting toward hydrogen-ready backbones while Russian gas is phased out.

Natural gas transmission pipelinesHigh-pressure 24–48 inch steel trunklines with compressor stations every ~80–160 km, metering and SCADA.500,000–9,000,000USD per kmUS: pipelines built before 2024 averaged US$5.75m/mile (~US$3.6m/km) and recent projects are ~90% higher (~US$6.8m/km); MVP Southgate could exceed US$15m/mile (https://insight.factset.com/rising-natural-gas-pipeline-prices-and-their-impact-on-tariff-rates). India: GAIL Mumbai–Nagpur–Jharsuguda 1,707 km at INR 8,255 crore = ~INR 4.8 crore/km (~US$0.57m/km) after 5% overrun (https://psuwatch.com/newsupdates/gail-to-commission-mnjpl-pipeline-by-dec-end-after-delays-and-over-rs-400-cr-cost-rise). EU: typically EUR 1.5–4m/km for large-diameter new build (estimate). Rule of thumb US$100k–250k per inch-mile in the US (estimate).
Crude oil pipelinesGathering-to-hub and long-haul crude lines with pump stations and tank terminals (Permian–Gulf Coast, Canada mainlines, India Mundra–Panipat, Saudi East-West Petroline).1,000,000–5,000,000USD per kmStrategic value rose in 2026 as Saudi East-West (Petroline) bypass of Hormuz was used; conversions between gas/crude/NGL service are common in the US (e.g. Seahawk Thunderdome lateral, Seminole Red) (https://www.eia.gov/todayinenergy/detail.php?id=68024). Regional notes

IndiaNational Gas Grid: 25,429 km operational (Jun 2025) and 10,459 km under execution (~35,000 km authorised); unified tariff (FY27 Zone 1 INR 54, Zone 2 INR 110.02, levelised INR 87.50/MMBtu) covers ~90% of operational lines. CGD covers 307 GAs (12 bidding rounds) with ~1.57 crore domestic PNG connections and >8,400 CNG stations; PNG Drive 3.0 targets 50 lakh new connections by Mar 2027 after the 2026 LPG supply crunch. Typical trunkline cost ~INR 4–6 crore/km (US$0.5–0.7m); execution risks are forest clearance, ROW and evacuation gaps (e.g. Kochi–Bengaluru Coimbatore leg). GSPC group restructured in May 2026 (Gujarat Energy + GSPL Transmission). Gas share of primary energy ~6% vs 15% target.
United States~44.9 Bcf/d of gas pipeline capacity planned for 2026–27 (66% Texas) to serve LNG, Permian takeaway (Waha basis) and data-center power. Costs ~US$5.75m/mile pre-2024, ~90% higher since. Interstate projects need FERC certificates; MVP (US$3.5bn to ~US$7.85bn, ~6 years late) is the reference case for litigation risk. FERC May-2026 NOPR more than doubles blanket-certificate limits; permitting reform legislation pending. Steel tariffs raise imported line-pipe costs (estimate).
EuropeGas TSOs (Snam, Enagás, Gasunie, OGE, Fluxys, GRTgaz) are RAB-regulated; focus shifts to hydrogen-ready and repurposed lines (German H2 core network >9,000 km, ~EUR 19.7bn; EHB 31,000 km by 2030). Russian pipeline gas banned by 30 Nov 2027 (imports already down from 45% to 12% share). Declining gas demand (−19% vs pre-crisis) raises accelerated-depreciation and stranding questions.
Middle East2026 Hormuz disruption made bypass pipelines strategic: Saudi East-West (Petroline) to Yanbu and UAE Habshan–Fujairah crude lines; Gulf gas grids (ADNOC, Aramco Master Gas System expansion) continue large compression/pipe programmes with Indian and European EPCs and pipe mills (estimate on scope).

Revenue model

Regulated or contracted fees: firm capacity reservation charges under 10–20 yr shipper contracts (FERC cost-of-service/negotiated rates), PNGRB unified tariff (12% post-tax return on capital employed) for Indian trunklines, EU RAB x allowed WACC; CGD earns gas marketing margin on CNG/PNG volumes plus network tariff within exclusivity period.

How Capibud uses this pack

A pack is a starting position, not a forecast. When a midstream pipelines & city gas distribution decision opens in Capibud, pack v1.0.0 is copied in and pinned to that decision. The 17 parameters, 11 swing factors and templates the committee saw stay attached to the decision record, even after the pack is next refreshed.

Parameter ranges and WBS durations seed the P50, P80 and P90 for capex, schedule and value. Your own estimates, vendor quotes and actuals replace pack defaults line by line, and the record shows which numbers are still defaults.

Each swing factor is wired to shared factors; here the heaviest are policy, labour, steel and electrical equipment. A move in one factor hits every exposed project in the same scenario, which is how the capital committee sees concentration across a book rather than project by project.

The 13 price feeds and 33 listed tickers feed the brain, which watches for drivers moving outside their pack range and drafts the change for a person to review.
