Aluminiumsmelters, alumina refineries, rolling
Bauxite mining, Bayer alumina refining and Hall-Héroult smelting (13-15 MWh per tonne), plus casthouse and rolling. Power is the decisive input, so smelter projects are effectively power projects. 2026 saw aluminium spike to ~USD 3,660/t (May) after Iranian strikes damaged EGA's Al Taweelah complex and the Strait of Hormuz closure disrupted Gulf supply, while US 50% s232 tariffs and a few greenfield US smelter plans reshape North America; India expands on captive coal power.

Trends and research findings
Trends
- Gulf war hits aluminium supply2026-2027
Iranian missile and drone attacks on 28 Mar 2026 caused significant damage at EGA's Al Taweelah (1.3 Mtpa); Hormuz disruption hit aluminium alongside oil, LNG and fertiliser.
- Aluminium price spike2026
FRED global aluminium averaged USD 3,658/t in May 2026 vs ~USD 2,600 a year earlier; USD 3,158 in Jul 2026 (+21% y/y).
- US 50% aluminium tariff2025-2028
s232 aluminium tariff raised 10%→25% (Mar 2025)→50% (June 2025), with 'smelted and cast' rules; derivative coverage widened (Aug 2025) and restructured (Apr 2026).
- CBAM covers aluminium2026-2034
EU CBAM definitive regime from 1 Jan 2026 includes aluminium; favours hydro-based and low-carbon metal.
- US smelter scarcity2025-2032
Century idled Hawesville (2022) and closed Ravenswood (2015) on power costs; new US smelters depend on long-term power deals.
- Indian expansion on captive power2025-2030
Vedanta, Hindalco and NALCO expanding alumina and smelting; Vedanta also exploring US investment (Mar 2026).
Research findings
- Scale of the largest smelters
EMAL Al Taweelah: 1.3 Mtpa smelter with a 3,100 MW power station; DUBAL Jebel Ali: 1 Mtpa with 2,350 MW — i.e. ~2.4 MW per ktpa of capacity.
- Smelter configuration
A typical smelter contains 300-720 pots each producing ~1 t/day; smelters are sited near large power stations and ports.
- Price shock quantification
Aluminium rose from USD 2,526/t (Jun 2025) to USD 3,658/t (May 2026), +45%, before easing to USD 3,158 (Jul 2026).
- Reference-class bounds
Flyvbjerg et al. (2026): mean cost overrun mining 27%, fossil thermal power 18%, oil & gas 31% — smelter+captive power projects combine both classes.
- Indian metals project overruns
MoSPI Mar 2026: metals & mining central projects +22.8% (INR 9,689 → 11,900 cr); steel +18.2%.
- Power-cost driven closures
Century idled Hawesville in July 2022 citing 'soaring energy prices'; ran Mount Holly at half capacity under a 2015 power deal.

Regional notes
| India | #2 producer globally on captive coal power and Odisha bauxite; expansions by Vedanta, Hindalco and NALCO; carbon-intensity (~16+ tCO2/t, estimate) exposes exports to CBAM; India's CCTS sets intensity targets for aluminium. |
|---|---|
| United States | Few operating smelters; 50% s232 tariff lifts the Midwest premium; new greenfield smelters (Century, EGA Oklahoma) contingent on 10-20 year power contracts and DOE support (estimate). |
| Europe | Smelter base shrank after the 2022 energy crisis; hydro-powered Nordic assets advantaged under CBAM; recycling growth. |
| Middle East | GCC ~9% of world primary output (estimate) on gas power; 2026 Iran war damaged Al Taweelah and disrupted Hormuz exports. |
| Asia-Pacific | China capped near 45 Mtpa; capacity migrating to Indonesia (estimate). |

How Capibud uses this pack
A pack is a starting position, not a forecast. When a aluminium decision opens in Capibud, pack v1.0.0 is copied in and pinned to that decision. The 14 parameters, 10 swing factors and templates the committee saw stay attached to the decision record, even after the pack is next refreshed.
Parameter ranges and WBS durations seed the P50, P80 and P90 for capex, schedule and value. Your own estimates, vendor quotes and actuals replace pack defaults line by line, and the record shows which numbers are still defaults.
Each swing factor is wired to shared factors; here the heaviest are policy, power price, electrical equipment and grid queue. A move in one factor hits every exposed project in the same scenario, which is how the capital committee sees concentration across a book rather than project by project.
The 13 price feeds and 13 listed tickers feed the brain, which watches for drivers moving outside their pack range and drafts the change for a person to review.
